In order to ensure realization of Head of the state’s Message from 18th February 2005 “Kazakhstan on the way of accelerated economic, social and political modernization”, which mentions an annual increase in “Bolashak” scholarship holders, the Ministry of education and science (MES) of the Republic of Kazakhstan announces beginning of the contest for international scholarship of the President of the Republic of Kazakhstan “Bolashak” (further scholarship – “Bolashak”) in 2005. 
    From this year on the scholarship will be awarded not only for Mater’s and Doctor’s degrees but also for bachelor degree.
    The scholarship contest “Bolashak” will be conducted in accordance to the Rules of selection and awarding of the international scholarship of the President of the Republic of Kazakhstan “Bolashak” (Further – the Rules of selection).
    The scholarship “Bolashak” will be awarded for specialties included in the List of priority specialties of international scholarship of the President of the Republic of Kazakhstan “Bolashak” in 2005. 
The Rules of selection, the List of priority specialties, the list of required documents, contestant’s form with appendices, and also with additional information on the contest may be found at the official site of MES RK www.edu.gov.kz.
     The information may also be given in the regional administrations (departments) of education, cities of Almaty and Astana, regional higher education institutions, ministries, departments, national companies.  
For participation in the contest for degrees of higher special education, bachelors, the following citizens of the Republic of Kazakhstan are admitted:
- students of graduation year classes of general secondary education institutions;
- students of graduation year classes (groups) of elementary and intermediate vocational education institutions;
- students of higher education institutions of the Republic of Kazakhstan;
- independent students studying in international higher education institutions with high published ratings on priority specialties for Kazakhstan (further see independent students).
The contestant must satisfy the following requirements:
- the results of Common national testing (further UNT) or complex testing must not be less than 90 points;
- the grade point average after completion of general secondary education must not be less than 4.5;
- must have fluent command of the language of study (English, German, French and others)
Independent students enter the contest without the requirement of passing UNT or complex testing. 
Required documents:
 - substantiation application;
- filled out form;
- notarized copy of certificate of secondary general education;
- notarized copy of certificate of passing UNT or complex testing by entrant;
- recommendatory letter singed by head of the educational institution in the official form; 
- copies of achievement certificates, certificates, diplomas and so on;
- medical certificate of state of health in set form.
Independent students additionally must present documents from the foreign educational institution that will verify his or her enrolment and/or academic progress document attested by the foreign educational institution. 
The following RK citizens are admitted to participation in the contest for degrees of Master or Doctor, and also clinical residency or post-graduate study in medical specialties:
In age less than 35 years, having higher vocational education; 
The contestant must satisfy the following requirements:
the grade point average after completion of higher educational institution must not be less than 4.5;
must have fluent command of the language of study (English, German, French and others);
For attaining of Doctor of Philosophy degree (PhD) the contestant must additionally to abovementioned have degree of Master or candidate of science.
Required documents:
Contestant’s substantiation application;
- filled out form;
- recommendatory letter from the place of work (in the official form) and/or from the place of study in higher educational institution (sign must be attested by stamp of the organization);
- notarized copies of diploma of higher education or/and diploma of candidate of science with appendices;
- copies of documents verifying study in other educational institutions, courses, residency training, post-graduate study, magistracy;
- medical certificate of state of health in set form;
The contestant for Doctor of Philosophy degree must additionally to abovementioned provide list of scientific publications, articles’ theses, educational-methodical developments. 
Independent students who study in leading international higher education institutions for receiving of Master’s or Doctor’s degrees may participate in the contest without the requirement of presenting the grade point average.
Independent students must provide documents from the foreign educational institution, verifying his or her enrolment and document of academic progress attested by the foreign institution.
Persons studying in an international educational institution for receiving of Doctor’s degree must present also comprehensive plan of study and works approved by the foreign institution.
Documents with note on the envelope “International scholarship “Bolashak” contest” are accepted only by post at the address: 010000, Astana city, Republic Avenue – 24, MES RK.

    Motivational application of choosing the given educational institution for entering and program of study/to provide after substantiation application/;
Notarized copy of official invitation by the foreign educational institution/to provide after motivational application/;
    Original invoice (estimate of expenditure) for study, residency and so on, from the foreign educational institution/to provide after the copy of official invitation/
