The number of changes (the Order of the Ministry of Education and Science of the RK from January 21, 2010, No.14, registered in the Ministry of Justice of RK from February 1, 2010, No.6023) are suggested to the typical rules of admission for the training in institutional organizations, realizing the professional curriculums of higher education, confirmed by the Order of the Ministry of Education and Science of the Republic of Kazakhstan from December 19, 2007 No.638.
 

1.Organizations of education the Republic of Kazakhstan realizing the professional curriculums of higher education, (further - higher educational institutions) admit citizens of the Republic of Kazakhstan, foreign citizens and persons without citizenship, having a secondary general (general secondary), primary professional (technical and professional), secondary professional (after-secondary) and higher education. 
2. Formation of student’s contingent in High Schools is carried out by means of budgetary financing, accommodated of the state order on personnel training (state educational grants) also payment of training at the expense of citizen’s own funds and resources.
People with the Kazakh ethnic background, being citizens of other states, has the equal right to admission of the high scientifically pedagogical education with citizens of Republic of Kazakhstan. Foreign citizens and also the citizens of Russian Federation, Republic of Belarus, Tadzhikistan and Kyrgyz Republic, and those who don’t have citizenship, permanently living in Republic of Kazakhstan can use equal right on the high-scientific pedagogical education with
citizens of Republic of Kazakhstan in the order of established by the legislation of Republic of Kazakhstan. Other foreign citizens and those who do not have citizenship are admitted on the basis of international contracts and agreement, ratified by Republic of Kazakhstan.
3. Admission to the university is carried out by the applications of the citizen competitive basis in accordance with the certificate scores, given out on the results of Unite National Tests (UNT) or complex testing conducted according to the technology, worked put by National center of state standards of education and testing of Minister of Education and Science of Republic of Kazakhstan.
4. Complex testing is conducted for prior school- leavers, students of initial and secondary education, school- leavers of secondary school, training on the line of international exchange of
pupils abroad without taking part in UNT, school – leavers from schools which train in Uzbek, Uigur, Tadjik languages without taking part in UNT, school –leavers of musical schools, participants of international Olympiad on school subjects of current year, and foreign citizens,
graduated educational institution abroad.
5. Admission of citizens for training on a paid basis is carried out by the higher educational institutions.
6. Admittance of citizens to higher educational institutions subordinated to Committee of National Security of the Republic of Kazakhstan, to Ministry of Defense of the Republic of Kazakhstan, Ministry of Internal Affairs of the Republic of Kazakhstan, Committee of Criminal Executive System of the Ministry of Justice of the Republic of Kazakhstan, the Republic of Kazakhstan Economic and Corruption Criminality Agency, Ministry of Emergency Measures of the Republic of Kazakhstan according to appendix 1 is conducted in accord with the score of UNT certificate or certificate of complex testing.
7. Admittance to higher educational institutions of citizens who have technical and professional, post secondary education in related specialties for training within reduced terms on a paid basis is carried out by selection committees of higher schools, except for medical specialties.
Admittance to related specialties is conducted according to the approved list.
Admittance to higher educational institutions of citizens who have got a higher professional education on reduced terms training on a paid basis is carried out by selection committees of higher schools.
8. Admittance of foreign citizens on the allocated quota on the basis of state educational order in the international higher educational institutions created by interstate agreements of two or more countries is carried out by higher schools independently.
9. Admittance on training in educational institutions is based on a quota approved by the governmental order of the Republic of Kazakhstan dated March, 28th, 2008, No. 296 “About establishment of a quota of enrollment for study in organizations of education realizing professional curriculums of technical and professional, past secondary and higher education”.
The list of specialties of a bachelor degree and higher special education for which graduates of village high schools are granted a quota of admission to higher educational institutions of the Republic of Kazakhstan is established according to appendix 2 of the present typical rules of admission.
10. Admittance to training under the state educational order in certain specialties of higher education demanding work with state secrets is carried out in organizations of education having the sanction of national security bodies.
11. Admittance of citizens to the specialties demanding special or creative preparation (further – creative specialties) is carried out in view of special or creative examinations (further – creative examinations).
12. Admittance of applications for participation in complex testing is conducted by the selection committees of higher educational institutions from June, 20th till July, 9th. Admittance of applications for creative specialties is conducted by selection committees of higher schools from June, 20th till July, 1st.
The citizens applying for creative specialties specify only one creative specialty.
Terms of admission of applications to higher educational institutions subordinated to the state bodies, specified in item 6 are established by the respective state bodies.
13. The citizens applying for creative specialties pass creative examinations which are conducted by the selection committees of the higher schools selected by them. The number of creative examinations is two.
Creative examinations are conducted in the period from July, 2 till July, 7th.
The maximum score for one creative examination is 25. The entrants, who received less than 10 points for the creative examination or were not present at it, are not allowed to complex testing for entering this specialty.
Repeating a creative examination is not allowed.
14. Admittance to creative specialties, as well as to higher educational institutions subordinated to the state bodies specified in item 6, except for the higher educational institutions subordinated to Committee of National Security of the Republic Kazakhstan, is carried out with the reception of applications on the location of the higher school.

1Complex testing is held on the site of UNT stations (base higher schools) whose list is approved by the order of the authorized body in education.
Complex testing of citizens entering creative specialties and also those entering higher educational institutions subordinated to the state bodies, specified in item 6, is held in the base higher school to which the higher school chosen by the citizen is attached.
16. For carrying out on places organizational and information and explanatory work, the state commissions on the organization and carrying out the complex testing of entrants (further - the state commissions) are created.
The state commission makes a decision on cancellation of results of the testing of those who used forbidden subjects during the testing (information materials, electronic notebooks, calculators, cellular telephones, pagers and other means of communication), with registration of the report.
17. For participation in complex testing the citizen submits to the selection committee of the higher educational institution an application of a standard pattern, certificate or diploma about the completion of initial professional (technical and professional) or secondary professional (post secondary) educational institution (original), a receipt confirming the payment for carrying out the testing, two photographs of the size 3х4, medical certificate of the standard form 086-У, and a copy of the ID paper.
18. Complex testing is held from July, 17 till July, 23.
19. A citizen who comes to complex testing, should show the identification card (passport) and a pass to the examination.
20. Complex testing is held optionally in the Kazakh or Russian languages in framework of secondary education curriculums in four subjects: Kazakh or to Russian (language of training), history of Kazakhstan, mathematics, and a subject at the choice of the applicant depending on the selected specialty according to appendix 3.
21. The number of test tasks in each subject is 25. The correct answer for each tested task is estimated by one point.
For citizens entering creative specialties, the scores in two subjects of complex testing are considered: Kazakh or Russian and history of Kazakhstan.
22. Complex testing lasts for 2 hours and a half. Repetition of the test is not permitted.
23. Processing of results of complex testing is carried out in the higher school where the complex testing was conducted.
24. Codes of correct answers are made public right after the completion of scanning of answers sheets, which is done immediately after the testing.
25. The results of complex testing are announced by the state commission on the same day.
26. In accord with the results of complex testing each participant is given a certificate of the standard pattern which can be received from the state commission within three calendar days after the testing.
27. The citizen who is not concordant with the results of testing can submit an application of appeal.
The appeal commission is created in each base higher school.
Questions at issue on the content of the test tasks are considered by the Republican appeal commission.

44. Acceptance as students is held by higher educational institutions selection committees from August, 10 till August, 25th.
To the selection committee of higher educational institutions people submit application for acceptance, the document on the secondary general (general secondary), initial professional (technical and professional), secondary professional (post secondary) or higher education (original), 6 photographs of the size 3х4, medical certificate of the form 086-У, UNT certificate or complex testing certificate, and also the certificate of the educational grant award (if available).
45. The citizens who have received the certificates on award of the educational grant submit the application for acceptance to the higher educational institution specified in the certificate and are accepted as students by the order of the rector of the higher educational institution.
Owners of certificates of the educational grant award in creative specialties are accepted to the higher educational institutions in which they took their creative examinations.
46. To be admitted to the training on a paid basis can be the graduates of organizations of the general secondary education of the current year, who have passed the UNT, and the participants of the complex testing who have gained by the results of testing not less of 45 points in following subjects: the Kazakh or Russian language (language of training), history of Kazakhstan, mathematics and the subject at the choice, including not less than 7 points in the major subject (not less than 10 for each creative examination), and in other subjects - not less than 3 points.
Acceptance is conducted separately in accord with specialties and language branches.
Acceptance to the specialty for which creative examinations are established, is held in view of the scores for these examinations.
47. Acceptance in the number of students of the higher educational institutions subordinated to the state bodies, specified in item 6, is held under the decision of credentials committee of this higher educational institution according to the score of the certificate in view of the data on medical, physical and psycho-physiological parameters.
48. Higher educational institutions, irrespective of the pattern of ownership, represent to the authorized body in the field of education information under the established forms and on the set dates, and after carrying out of acceptance - in a ten-day term, the final report on the organization and carrying out of acceptance, a copy of orders of acceptance as students, as well as the originals of certificates of owners of the educational grant which refused it, and the data of persons (First name, middle initial, last name, the specialty), who did not appear in the higher educational institution.
49. The issues which have not been regulated by the present Typical rules, are solved independently by the selection committees of higher educational institutions.
